Further re-equipment of the Ukhta school No. 16 for classes in it with disabilities is inhibited. Half a million rubles, which this year was planned to be directed to continue reconstruction, are redistributed to other facilities.
The aim of making the premises of the school accessible to children of disabled people’s authorities set the city’s authorities last year. A ramp at the entrance to the school and some of the necessary work on the ground floor were equipped for the allocated 748 thousand rubles (the vestibule was expanded, the entrance doors in recreation and dining room were replaced, the toilet was repaired). The republic did not connect to the project: although it initially promised 350 thousand, it never gave money.
For this year, another 580 thousand were allocated from the local treasury for the purchase and installation of an electric lift at the entrance from the end of the building and the preparation of design and estimate documentation for making not only the first, but also other floors of the building, possibly, possibly, possibly , install the elevator.
However, at a session of the first of March, Deputy Head of the city of Tamara Averina said that this money is not enough to complete all work at school. Therefore, it is still more advisable to send funds to more “small” projects.
In addition, as the mayor of Kargalin said, in connection with a change in the legislation, it does not allow the law to send money from the local budget to the work planned at the school, this will be inappropriate expenditure of funds, and any inspector will indicate this violation. According to Kargalina, the powers of the city, republic and Russia are now delimited, and local governments in terms of social protection of disabled people are entrusted only to the equipment of libraries with periodic publications, reference, educational literature for disabled people, creating conditions of unhindered access to social infrastructure objects, Equipment with sound signals of traffic lights and providing road vehicles for parking vehicles with disabilities.
“We tug at ourselves a function that is not given to us, this is the function of the Ministry of Education of the Republic. Our task is to raise a question and work on it with the republic. And at the expense of the city, to solve the issues that we remained on the problems of disabled people, ”she emphasized.
At the proposal of the deputy Tatyana Filippova, they decided to ask for a project to ensure the availability of the premises of school No. 16 for children with disabilities of VNIIGAZ, which at the same session gave the go-ahead to receive a land plot for the construction of an extension to the institute.
The “released” money will be equipped with ramps at the entrance to the antenatal clinic, a dental clinic, a city public library, a sound alert for hearing impaired pedestrians at five traffic lights has been established, handrails were lowered on some stairs and so on. In total, a little more than a million rubles will be allocated from the city budget this year from the city budget will be allocated for low -mobility groups of the population.
